If you look around the WMDC district that aint got a town council some of em are quiet tidy, proper boundry fences and gates for key holders to access. exception down at Cutsyke, that looks like a Mandella township but it's being built around by new houses, does anyone remember Lukes Kingdom in the 70s. My point is who gets to upkeep these allotments. From my understanding all the services like water are metered and billed direct to the holding authority. I had an allotment and hardly any water came out of the site tap cos most of the plot owners had spurred of the supply to save carrying a bucket and use sprinklers instead. I used to watch telly with one guy who had run a power supply from the street lamp on the other side of the fence, kettle, light and a small fridge, couldn't get his electric heater to work though. Mind it only all worked when the lamps did which in them days was all day and not at night.
