I'd be tempted to remove the rubble and sludge and see what the solid object is at the bottom. It seems strange that the bricks are not mortared together because the water will seep outwards from the well and escape aswell as the whole thing being unsafe. Looks like a well shape and probably is a well but my curiousty would have me get a shovel out.
