Nip shed thefts in the bud

Friday 15th October 2010

Police in Wakefield are urging householders to secure their sheds and
garages after a recent spate of thefts.

Detective Sergeant Sue Buxton of Wakefield District Police said: "Many
people store valuable property like fishing tackle and lawnmowers in a shed
or garage which is either left insecure or is in such a poor state of
repair that it doesn't provide a barrier to a would-be thief.

"These sorts of things are not cheap. They are also very saleable items for
thieves. Don't make it easy to steal them and remember that tools stolen
from your shed could be used to burgle your house."

DS Buxton particularly urged residents to check shed and garage hinges.
"There have been several reports recently of hinge doors being unscrewed
and thieves gaining access into property this way." she said.

During the past four weeks:-

The Wakefield and Normanton areas have suffered 41 shed/garage break-ins.
Of these 7 offences were committed by unscrewing hinges. Most commonly
doors were forced and padlocks cut. Of the 41 offences, one quarter (10)
had fishing equipment or gardening equipment taken. Bikes were also stolen.

Pontefract & Knottingley areas have suffered 9 shed/garage break-ins. The
most common way of getting in was by using force/cutting padlocks.

The South East area has suffered 20 shed/garage break-ins. Of these 3 were
committed by unscrewing hinges. Again doors were mostly forced and padlocks
cut. Of the 20 offences, 40% (Cool had fishing equipment or gardening
equipment stolen.

Officers are also appealing for information concerning a Peg Perego
children's 'choo choo express' toy train that was stolen from a shed in
Church Drive, South Kirkby this week. "This is quite an expensive
children's toy," said DS Buxton. "If you know of anyone who is offering
something of this nature locally in the area for sale please give us a
call."

Dear Co-ordinator,

Yesterday I was informed by Neighbourhood Watch Members that they had been
a victim of crime in Pontefract Town Centre and I was asked to let other
members aware.

Between 11am to 11.15am on Wednesday 20th October 2010 in the Market Place,
Pontefract person/s unknown approach the victim who had a handbag over her
shoulder at all times and by unknown means person/s have stolen property
from the handbag.

Pickpockets are more likely to 'work' in a crowded area so please be
vigilant and try not to carry large amounts of money with you.

After the information sent out about the tax
return form I have been informed by Neighbourhood Watch Co-ordinators about
other ways people have tried to obtain bank details etc.

A Neighbourhood Watch member received a call from man asking if she was
happy with her bank and asked who she banked with. A few days later the
same man rang back informing the customer that he worked for the Yorkshire
Bank, telling her that she owed money and wanted details of her account.
The Yorkshire Bank was contacted and they informed their customer that if
she owed money they would send a letter stating what the problem was and
not contact her by phone.

The next Neighbourhood Watch member received a call and she was informed
that the WMBC owed her money. This was checked out,  found to be incorrect
and no bank details were provided.

The next telephone call to a Neighbourhood Watch member came from a
gentleman saying he worked for the Telephone Preference Service asking for
a  payment of £19 and again no bank details were disclosed.

Please inform your scheme members of the above information and advise them
to be vigilant when taking calls of this nature.

District's Autumn Crime Campaign Underway

Tuesday November 2, 2010

A series of early morning police raids across the Wakefield district has
heralded

Some of the items Recovered at the start of a new crime-busting campaign.

 Wakefield District Police fired the first salvo in their new autumn
initiative to prevent burglary visiting more than 500 addresses in
locations across the district in recent weeks and arresting 134 people so
far on suspicion of burglary and other related offences.

The operation is timed to coincide with the end of British Summer Time last
weekend when the clocks went back and traditionally there can be a rise in
burglaries.

Detective Chief Inspector Dean Henson said police had drawn up a hitlist of
known burglars who would be targeted with around-the-clock checks in the
coming weeks to stop them re-offending.

Neighbourhood Policing Teams will be out on patrol across the district and
will target vulnerable households with crime prevention advice as well as
working with CASAC (Community Action and Support Against Crime) to improve
security at the homes of elderly burglary victims who do not live in
Wakefield and District Housing properties.

DCI Henson said: “Criminals who commit offences across the Wakefield
district should know that we are on to them and will take firm action, as
always, against them in the coming months.

“At this time of year there is traditionally an increase in the number of
burglaries with the clocks going back. Houses are particularly vulnerable
from mid afternoon onwards when burglars can easily identify unoccupied
houses. Taking a few simple precautions can reduce the opportunity for
burglars to strike and lead to fewer people becoming victims of crime.

“We will be doing everything we can to try and prevent burglary but we’d
urge householders to help protect themselves by improving the lighting at
their homes and ensuring they heed crime prevention advice.”

Police today issued the following security advice to householders to help
reduce the risk of an attack:

• Leave a light on inside the house - choose well-used rooms such as the
lounge or bedroom, not a hallway or other largely unused area. The
intention is to create the impression that someone is in – a significant
deterrent. Illuminate the areas of your home which are most likely to
achieve this. This will vary from house to house. Timer switches are an
excellent way of triggering one or more lights. As daylight hours grow
shorter, reset the timer to activate earlier. In the middle of winter, a
house with someone at home will often have lights on in the early afternoon
and the timer needs to be set accordingly.

• Use lighting outside the house at both the front and back. Fit low energy
dusk to dawn lights. They are cheap to install and run. They will lighten
up any areas that would be burglars could use to hide, and they don't annoy
your neighbours.

DCI Henson added: “This is just the start of out campaign which will take
us from autumn into the winter months. The cloak of darkness is ideal cover
for criminals allowing them to feel comfortable - we will be doing
everything we can to expose them and make them feel uncomfortable."

The operation is supported by the Force's latest crime prevention campaign
- The Usual Suspects - which urges residents to give burglars a tough time
by taking basic security precautions.

Bogus Charity Worker Warning Issued by Police.
Tuesday 2 November, 2010.

Police are warning people across West Yorkshire to be vigilant after a
number of reports of bogus charity workers operating in the region.

The charity MacMillan Cancer Support have recently received in the region
of 20 calls from concerned members of the public reporting that they have
received flyers asking for residents to place donations of clothing, bed
linen, woollens and shoes, mobile phones, inkjet cartridges and jewellery
in a plastic bag. Residents were then asked to attach the flyer to the bag
and leave it outside their front door before 8am.

West Yorkshire Police have also already made arrests in connection with the
bogus MacMillan callers.

Yesterday, two men were arrested in the Meltham area of Huddersfield. The
39 and 41-year olds are currently on bail, having been arrested on
suspicion of Fraud by False Representation.

The Rothwell Neighbourhood Policing Team (NPT) also recently arrested two
men on suspicion of being involved in a bogus charity bag scam in the
Woodlesford area.

The two men aged 29 and 26 from the Burley area were arrested on suspicion
of Fraud by False Representation. They were later charged and will appear
at Leeds Magistrates Court on the 3 November.

A West Yorkshire police spokesperson said: "Crimes such as these are
especially unpleasant because those responsible prey on the goodwill and
kind-heartedness of local residents who are want to support charitable
causes. "We would urge the public to remain vigilant, and are urge anyone
who is concerned about any callers to their homes or has received, flyers
or information claiming to be from a charity through their doors to contact
their local Neighbourhood Policing Team via 0845 6060606."

Although the flyers look authentic, Macmillan Cancer Support are stressing
that they do not collect donations from doorsteps. Roohi Lupton, Macmillan
fundraising manager for Yorkshire, said: "Macmillan is not asking for
donations of clothes and household goods at present. If anyone would like
to find out how they can support or work with people affected by cancer and
be sure that all their donation comes to the charity could I suggest they
visit our website www.macmillan.org.uk or ring 01924 232440."

In addition to the bogus MacMillan collectors, police in Kirklees have also
received reports of bogus Oxfam workers operating in Honley, Huddersfield.
A burglary took place on the 25 October when a man posing as an Oxfam
worker stole nearly £400 cash from the home of an 86-year old woman living
on Grassmoor Fold. Two other elderly callers in Honley have also reported
similar calls from an Oxfam worker, though they had not been the victim of
a crime.

Oxfam have stressed that they do not approach people's homes to ask for
cash donations, nor have they been in the Honley area for some time. They
have asked people who may be unsure of the credentials of callers believed
to be from their charity to contact 0300 200 1300.

Mobile CCTV Van Takes To The Road


The fight against crime and anti-social behaviour has taken to the road in
Wakefield district with the introduction of a CCTV van.


Police and partners unveiled their latest weapon on bonfire night when the
van hit the streets for the first time to help maintain the safety of
crowds attending bonfire events in the district.


The van was deployed for patrols around Ossett as the town's bonfire, which
drew crowds of around 3,000, took place. It later moved on to Wakefield
city centre to ensure the safety of night-time revellers.


The vehicle is owned by Wakefield Council and operated under a joint
funding agreement with Wakefield District Police. Purchased second hand
from another local authority it is clearly marked and highly visible
bearing the logos of the Crime & Disorder Reduction Partnership (Police,
Council, Wakefield and District Housing).


The van is equipped with powerful roof-mounted CCTV cameras which are
linked by mobile technology to the council CCTV control room. It can also
record its own TV images to on-board recording devices.


It will be appearing at anti-social behaviour hot spots across the district
and will primarily be used by Neighbourhood Policing Teams to tackle local
problems reported by members of the public at Partners and Communities
Together (PACT) meetings.


Divisional Commander Chief Superintendent Marc Callaghan believes that the
van will be a great asset, saying: “Mobile CCTV vans act as a deterrent to
prevent crime and anti-social behaviour, assist the prosecution of those
who are determined to behave in such a manner and provide a highly visible
means of reassurance to members of the community. I am delighted that we
now have this highly effective tool at our disposal.”


Wakefield Council's Cabinet Member for Communities, Cllr Olivia Rowley
said: "CCTV is an excellent tool in helping us tackle antisocial behaviour.
By combining the technology on this vehicle with the expertise of our CCTV
control room and the police we are in an even stronger position to make our
streets safer."

Please see the following advice from the Crime Prevention section in the
West Yorkshire Police Website. The physical security around your home, e.g
door and window locks, should be fitted in the correct position and to the
appropriate standard. Robust locking systems are an important aspect of
home security, as are the materials that they are fitted to or within.

Take a look at the external doors and windows around your property as cheap
locks, incorrect fittings and deteriorating materials weaken the security
of your property and should be improved at the very earliest opportunity.




Doors and Window Security

How important is door and window security?

Very important. In most cases, the offenders who commit burglary are
opportunists. They see an open door or window and they take their chance.
Believe it or not but nearly half of all burglaries are committed through
an open door or window. A third of burglaries occur through a rear window.
An open window or door is therefore an open invitation to enter your home.
No other aspect of crime prevention is more effective than improving your
door and window security. Keep them closed and locked especially when you
are not in that room.


What can I do to improve the security of my existing windows?
Fit key operated locks to as many of your windows as possible especially if
they are downstairs, hidden from view or easily accessible upstairs e.g.
above a flat roofed porch. Consider having security film installed on such
windows. Don't forget to remove keys from window locks and store them in a
safe place.


What can I do to improve the security of my existing external doors?

Doors offer the easiest access to your home. Make sure that your doors and
their frames are in good condition. External wooden doors should be solid
and at least 44mm thick. Ensure that your doors fit well and that the
frames are securely fixed to the masonry. They should be fitted with five
lever deadbolts to British Standard 3621 or a British Standard 1303
Europrofile cylinder lock, plus a night latch. In solid doors or doors with
frosted glazing consider installing a door viewer and door chain. Patio
doors demand particular attention and may require specialist advice. Fit
anti-lift locks at the top and bottom unless they already have a
multi-point locking system. Before fitting locks to UPVC door check with
the installer that this does not affect your warranty.


I want to replace my windows. What advice can you give?

When replacing ground floor and readily accessible windows these should be
made and fitted to BS 7950: 1997, the British Standard for enhanced window
security. They should also have laminated glass in the outer pane of the
double glazed units. Such windows do not need additional security devices
adding to them.


I want to replace my external doors. What advice can you give?

These should be replaced with door sets meeting the PAS 24-1: 1999
standard, the British Standard for enhanced door security. Such doors do
not need additional security devices adding to them.


What if the installing company tells me that the standard does not apply to
my home?

There will be some circumstances where the British Standard is not
currently applicable, for example, with sash windows, French windows and
patio doors. If in doubt seek further advice from your local crime
prevention/reduction officer on 0845 6060606.


Considering buying a newly built house?

Ask the developer if they have been built to the police 'Secured By Design'
standards which have been proved to significantly reduce crime. Such homes
will already incorporate the enhanced security doors and windows outlined
above as well as other features designed to reduce the risk of crime -

This is a further update to the attached email about the Winter Maintenance
Programme.

I have spoken with Chief Inspector Hughes who has explained that the brief
given to the Police at the moment is unfortunately very limited. We have
been asked to collate names of volunteers who will then be contacted by the
Local Authority and briefed about the tasks/action required.

Chief Inspector Hughes believes that volunteers will be asked to help
locally to clear footpaths and roads or be responsible for a grit box and
place grit on the roads when required.

been passed to the Senior Management Team.

Please see the following information provided by a Neighbourhood Watch
Coordinator about a telephone scam involving a "representative" from BT.

I have spoken with BT and the information is correct. BT have informed me
that if they call you they will provide a number to enable you to call back
and verify the call, also if you check the 1571 facility there will be a
message stating that you were called by BT.
----------------------------------------------------------------------------------------------------------------------------------------------------------

PLEASE PASS ON TO YOUR  FRIENDS & FAMILY.
I received a  call from a 'representative' of BT, informing me that he was
disconnecting me  because of an unpaid bill.
He demanded payment  immediately of £31.00, or it would be £118.00 to
re-connect at a later  date.

The guy wasn't even fazed when I told him I was with Virgin Media,
allegedly VM have to pay BT a percentage for line rental!

I asked the  guy's name - he gave me the very 'English' John Peacock with a
very 'African'  accent - & phone number - 0800 0800 152.

Obviously  the fellow realized I didn't believe his story, so offered to
demonstrate that  he was from BT.
I  asked how & he told me to hang up & try phoning someone - he would
disconnect my phone to prevent this.
AND  HE DID

!!  My phone was dead - no engaged tone, nothing - until he phoned me
again.

Very pleased with himself, he asked if that was enough proof that  he was
with BT.
I  asked how the payment was to be made & he said credit card, there &
then.
I  said that I didn't know how he'd done it, but I had absolutely no
intention of  paying him, I didn't believe his name or that he worked for
BT. He hung up.I  Dialled 1471 & phoned his fictitious 0800 number - not

I  phoned the police to let them know. I wasn't the first!.

Their  advice was to let as many people as possible know of this scam.

The fact  that the phone does go off would probably convince it's real, so
please make as  many friends & family aware of this.
A colleague replied with the  following

The cutting off of the  line is very simple, he stays on the line with the
mute button on and you  can't dial out - but he can hear you trying (This
is because the person who  initiates a call is the one to terminate it).

When you stop trying he  cuts off and immediately calls back. You could
almost be convinced! The sad thing  is that it is so simple that it will
certainly fool the elderly and  vulnerable.

By the way this is not about getting the cash as this would  not get past
merchant services - it is all about getting the credit card  details which
include the security number so that it can be used for far larger
purchases.

Type of Crime : BURGLARY

Location of Crime : HUNTWICK CRESCENT, FEATHERSTONE

Times / Dates Between : 11.30AM TO 12 NOON ON MONDAY 29TH NOVEMBER 2010

Details : THE SUSPECT KNOCKS ON THE DOOR AND TELLS THE COMPLAINANT THAT HE
THINKS HIS RABBIT IS IN THEIR BACK GARDEN. THE COMPLAINANT WENT TO THE REAR
WINDOW AND THE SUSPECT ENTERED THE PROPERTY AND STOLE THE COMPLAINANTS
HANDBAG.

Property Stolen : HANDBAG, SPECTACLES, TRAVEL PASS, CASH

Suspect Description : WHITE MALE, APPROXIMATELY 50 YEARS OLD, WEARING A
BLACK COAT.

Please be aware of the following scam:

Residents in the Wakefield area have been contacted by a male who states he
works for Homeguard Fire and Security and that his company are fitting
alarm systems in the area for £1.

When a representative of this company attend to complete the paperwork they
request the payment of £1 and then ask you to sign the agreement. By
signing this agreement residents are then committed to pay a substantial
amount of money to this company.

This company has no connection with Homeguard Security Systems Ltd, based
in Gildersome, Leeds.

If you are contacted by this company or have already signed an agreement
please contact TRADING STANDARDS on 08454 040506.

PROPERTY AND MADE OFF IN AN UNKNOWN DIRECTION.

Suspect Description : WHITE MALE, TANNED COMPLEXION, APPROXIMATELY 40 YEARS
OLD, SHOULDER LENGTH STRAIGHT BLACK HAIR, SPOTTY/CHUBBY FACE, MEDIUM BUILD,
WEARING A PALE GREEN OR BLUE JUMPER.
